The Norwegian Ministry of Foreign Affairs intends to enter into an agreement with Gartner Norway AS for the provision of services for vendor independent research, analysis and consulting.
Specific requirements for services:
1. The supplier‘s analysis should be based on:
— Proven analytical models for technology development, maturity and circulation,
— Proven analytical models for ranking and positioning of vendors in various markets and technology areas, and
— Well-defined and recognised research processes
The supplier‘s methods should be based on:
Proven and well-defined methods based on best practices for classic challenges in IT and the organisation of IT:
— IT Strategy
— Sourcing
— IS Governance
— Portfolio management
— Enterprise Architecture
— Organisation of IT
— Application Modernisation
— IT cost optimisation
2. Member-based services:
The Supplier shall provide membership-based contracts with a fixed price for the various services and with well-defined deliverables such as:
— Role-based portals
— Free access to analysts within the programme
— Free access to analyses, methodologies, templates and tools included in the various programmes and available on the Internet through dedicated portals
— Provide analysis both at the strategic level, including reference architectures, as well as specific, tactical advice on implementation
3 Role-based programmes:
The Supplier shall be able to provide:
— Designated portal with relevant content for each role
— Analyses, methods and tools that address problems encountered in the different roles
— Easy to configure portal for own needs (e.g.My Suppliers, My Library, My Analysts, My Key Initiatives)
— Network option with other members who have similar service or role
4. Programme for IT managers and IT unit:
— At least one of the programmes offered must address the top management in IT (CIO)
— At least one of the programmes offered must address the IT unit‘s leaders in general
— Coaching of both strategic and tactical character according to a fixed patterns and the need for IT senior management and selected IT management roles
— At least two network meetings annually with other IT leaders from the public sector, both in Norway, Scandinavia and internationally in general
— An option for team-based delivery of IT management and the IT unit in general
— Support the IT unit in achieving business goals through effective use of technology
5. The Supplier shall be able to cover all aspects of the IT industry that includes:
— Consultancy for the final user organisations (“Users of technology“ - not suppliers) based on interviews, analyses and daily contact with other corresponding organisations in order to, for example,develop best practices in various areas of application of technology in the organisations
— Monitoring of all participants (suppliers) in various technology markets by, amongst other things,ranking suppliers in a given market, assessment of suppliers‘ own development based on proven methodologies
— Monitoring technology trends in the use, analyses of the impact technology can have in various parts of society, analyses of the various phases a technology undergoes from conception to commercially availability in the market and in daily use in organisations
— Monitoring the market with market analyses that include statistics on market shares, forecasts and market trends. The analyses should be both qualitative and quantitative in nature.
— Wide offering of professional conferences, seminars and symposiums both in Norway and internationally
6. Consultancy services
— Supplier shall provide consulting services in close conjunction with and based on access to the same research and analysis material offered through subscription services.
— Consultancy services shall be provided within the following professional areas:
– IT strategy;
– Sourcing;
– IS Governance;
– Portfolio Management;
– Enterprise Architecture;
– Organisation of IT;
– Application Modernisation;
– IT cost optimisation.
