Short description

A transnational HVDC inter-connector (COBRAcable) between Southern Denmark and the Netherlands is

planned with a sub-sea cable length of about 200 km within German EEZ. The cable route is adopted in the

offshore net plan as a cable route for which permits are pending. The application procedure with BSH was

opened in January 2011 and scoping terms issued in May 2011. The project planning is resumed this autumn

after a break of 1.5 years.

The assignment is to assist Energinet.dk and it partner, Tennet, in obtaining the permits to install and operate

the cable (§ 133 Bundesberggesetz and related nature protection legislation). Geophysical and biological

seabed surveys are completed. However, supplementary surveys (outside the scope of this contract) can be

undertaken during the 2014 season.

The consultant is to assist the project team in the dialogue with key German authorities and in preparing the

applications to BSH and Bergamt with focus on nature and environment. The themes include; EIA requirements,

Natura 2000, nature protection law §30, compensation plans, analysis of cable route in sand extraction zones

and optionally specification and analysis of supplementary biological surveys. The applications are to be

submitted during autumn 2014 with expected permits issued early 2015.
