Technical assistance to an independent evaluation of media support under the Danish Arab Partnership Programme (DAPP) 2005-12. DAPP was launched in 2003 as part of the Danish Government’s new strategy for development cooperation A World of Difference. Between 2003 and the beginning of 2011 a total of 691 000 000 DKK has been disbursed. Funding levels from 2012 and onwards are expected to amount to approximately DKK 275 million annually.

DAPP has the dual objectives of 1) Establishing a basis for improved dialogue, understanding and cooperation between Arab countries and Denmark, 2) Supporting existing local reform processes in the Middle East and North Africa (MENA).

The objective of the evaluation is to answer the following overall questions:

— To what extent and how has media support contributed to enhanced dialogue between media partners? What have been key factors of success and failure,

— To what extent and how has media support contributed to development of media freedom in the MENA countries where programmes have been implemented,

— To what extent and how has DAPP been flexible and adjustable to support the reform movements in fulfilling their objectives,

— Which lessons can be learned for future media support in the region.

A group of economic operators will be required to enter a joint venture agreement.

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.

Applicants who apply as a joint venture shall each provide the documentation required under III.2 below.

If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability.

In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

As the task to be performed is an evaluation assignment Candidates may be excluded from participation, if their proposed candidates for key-personnel may question the independence and impartiality of the evaluation;

Any Candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the Directive shall be excluded;

Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Candidate or Tenderer;

The Candidate, and in the case of the Candidate being a joint venture, each member and other legal entities, shall:

1. Be committed to the principles of the United Nations Global Compact or have a Code of Ethics;

2. Have a Business Integrity Management System;

Verification shall be attached to the Declaration (Annex A of the Application Form for Expression of Interest).

The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (Annex B in the Application Form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.
