Short description

Norwegian Broadcasting Corporation Ltd, hereinafter referred to as NRK, invites to a technical market dialogue. NRK has initiated a procurement process aimed at improving and modernizing our audiovisual accessibility systems. Especially for broadcasting, on-demand and web distribution of SDH and OPN subtitles, spoken subtitles, audio description and sign language translation. This includes administration, production, distribution and quality assurance for TV productions. In addition to the required mandatory functionality, NRK wants to improve usability, standardization, integration and modularity. Our goal with this dialogue is to provide an overview of today's landscape of accessibility system technology that may be suitable to meet our needs today and in the future. In this RFI NRK is looking for a system which can solve administrative, editorial, production, quality assurance, and distribution needs of our audiovisual accessibility services. We wish to use an iterative process with user involvement and feedback driving the development. The following paragraphs are provided in a chronological order outlining how we foresee the iterations. Our immediate need is replacing our custom-developed administrative system which is not supported anymore and expand its coverage from SDH and OPN to include all accessibility services for all our audiovisual services. If possible, practically and economically, we wish the new administration system continues to update the current database which is the heart of our services, without disturbing any other systems or workflows. The current administrative system is described further in chapter 3, with all its interconnections to other systems. We need help to decide what parts should continue to be inside the system, and what that might be moved out to CRM, billing, resource allocation, payment, and salaries, etc. What information needs to be duplicated, and which is best served remotely through APIs. We need to explore ways to move our accessibility production workflows and storage to cloud based services, in order to provide better availability, security, administration, follow-up and flow. We also need to provide more granulated accessibility services, preferably by adding more metadata at production, and then cut and slice deliverables based on the metadata.
