The procurement/contract's objective and scope. The contracting authority would like to enter into a contract for upgrading the K-Sim Polaris simulator to K-Sim Navigation. The navigator simulator currently consists of 1 instructor station and 4 bridges and will, after the upgrade, have the same make-up. The details of the delivery are as follows: — 1 x Full mission bridge, DNV GL Class A; — 3 X Part Task Bridge, DNV GL Class B; — New bridge consoles; — New hardware panels; — Reuse of the instructor station; — Reuse of system software; — Reuse of models and areas; — Packing and dispatch; — Installation; — Courses. 2. Grounds for not holding a competition. 2.1 General This procurement is planned to be carried out as a direct procurement as the Contracting Authority believes that there are legal grounds in this procurement to not hold a tender competition, cf. PPR §8-18 and PPR §5-2, (1) a. Kongsberg Digital AS has sole rights to the source code and sole rights to the commercial sale of software developed for K-Sim Polaris and K-Sim Navigation. Kristiansund Vocational College (fik), has investigated if there are other potential tenderers. There is only one supplier in the market who delivers upgrades to / expansion of Kongsberg the K-Sim Polaris and K-Sim Navigation simulator. The upgrading/expansion of K-Sim Polaris, delivered by Kongsberg, to K-Sim Navigation, can only be carried out by the same supplier.
