Short description

This tender is considered as having cross-border interest

The procurement procedure is conducted as a negotiated tender procedure without prequalification.

The tender procedure will be carried out via the 'EU Supply' system. The tender must be submitted via the EU-Supply system.

The Contracting Entity wishes to purchase the development of a prototype to demonstrate the potential benefits of using artificial intelligence and machine learning on N-1 contingencies in the Danish electricity grid.

Energinet.dk’s Contract for the supply of minor IT development assignments will be used for this assignment, with the option of minor adjustments specifically related to the nature of the delivery (prototype).

The tender must be in Danish or English.

The tenderer must include 1 signed tender according to specifications in the tender documents.

The tenders submitted must be valid for a period of 3 months as from the specified time limit for the submission of tenders.

For the purpose of preparing the initial tender to be submitted, the tenderers may submit questions concerning the tender documents in writing. All questions must be submitted via the “Supplier questions and answers” function in EU-Supply one at a time. All questions submitted at least 2 days before the time limit for the submission of tenders will be answered.

Questions asked later than 2 days before the time limit for the submission of tenders cannot be expected to be answered.

The time limit for the Contracting Entity’s receipt of the initial tender is 8 December at 12:00 Danish local time.

The Contracting authority reserves the right to award the agreement based on the initial tender and as a result tenderers cannot rely on the possibility to enter into negotiations.

The award criterion is the best price-quality ratio:

•Price 30%

•Quality 70%

As for the sub-criterias the Tenderer must enter the answers for the elements as stipulated in the tender material. For further details concerning the purchase, reference is made to the appendices to the tender documents.

General information:

The applicant must submit a general description of the applying company, in-cluding address, VAT-number and contact information for the contact person (phone number, e-mail and address).

If the applying company wants to rely on the capacity of other entities regarding “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect.

The Contracting authority reserves the right to request missing information.

Technical capability:

The tenderer must submit a reference list of at least 1 comparable project undertaken in the past three years. This means that the tenderer, through the project, has acquired practical experience with concrete solutions, specifically for electricity TSOs and/or ISOs using artificial intelligence (deep learning, cognitive analytics, real-time analytics, big data, unstructured data) for the optimization of N-1 contingency analysis.

The references shall contain a description of the Projects and contact infor-mation for the entity in question (including contact person).

The Contracting authority reserves the right to request supplementary and more detailed information from the tenderer.

The Contracting authority further reserves the right to contact the stated references.

Tenders received after the stipulated time limit will not be considered.
