Short description

The project concerns the delivery of numerical weather forecast services for the Renewable Energy Forecast (Wind and Photovoltaic) to CENACE Mexico.

The services must fulfil the terms, conditions and technical specifications as presented in the attached Technical Annex.

The contract is being tendered and executed by COWI A/S independently on behalf the Danish Energy Agency (DEA) (Energistyrelsen). As such, the contract will be concluded by COWI A/S (as the Client) and the successful bidder (as the Consultant).

El Centro Nacional de Control de Energía (CENACE) will be the beneficiary. Services under the contract will be delivered directly from the Consultant to CENACE. As such, an operational arrangement and direct communication between CENECA and the Consultant will be established. Payment and contract management will be undertaken by the Client.

This call for tenders is regulated by Title IV of the Danish Procurement Act (No. 1564 of 15 December 2015) as “public procurement under the thresholds with certain cross-border interest”

Any interested bidders are hereby invited to present an offer on the terms and conditions presented by this call.

The following conditions apply for the task:

•The duration of the contract and the services provide will be one year. Based on the sole decision of the Client, the contract may be extended on the same terms for another year bringing the total duration of this task to two years.

•The total budget for the yearly services is maximum DKK 300,000.

•Travel is not foreseen as part of the implementation of services.

•The payment will take place as prepayment for the yearly services provided.

•The start of service delivery must take place immediately after contract award. However, in order to ensure mobilization, the precise start of service delivery will be arranged between the parties as part of the signing of the contract.

The following conditions apply for the tender process:

•The language of the tender and the contact will be English.

•The offer shall clearly indicate that the conditions, terms and specifications as presented by this call and the Technical Annex fully are met as a foundation for undertaking the task.

•The contract will be based on General Conditions for Consulting Services, GBR 92 (attached) with amendments to implement the terms and conditions stated in this call.

In respect of non-discrimination and transparency, please note that all questions and answers will be shared at this site unless the information upon request is deemed confidential.

The proposal shall be delivered no later than Friday 24 April 2020 at 12:00 hrs (CET) to rdi@cowi.com. Evaluation and award of contract will take place immediately hereafter.

Questions and Clarifications:

1)Question: What do you mean by “Call for tender” in the attached “Agreement COWI - CENACE weather prognosis” page 2?

Answer: “The Call for Tender” is the text of the announcement at udbud.dk.

2)Question: In the “Technical Annex” document’s Appendix A, it states the following regarding the delivery method of the forecasts: “The provider must send the Wind Speed / solar global radiation forecast information consuming a web service developed by CENACE”. Is it correct to interpret the above statement as the forecast provider will push the forecasts to the SOAP web service hosted by CENACE, rather than CENACE pulling the forecasts from a web service hosted by the supplier?

Answer: Yes, the interpretation is correct. CENACE will give to the provider the WSDL file with the description of the service, as well as the URL of the service, user and password for putting the forecast into the web service made by CENACE.

3)Question: Will CENACE be able to provide historical and/or live measured wind speed and irradiance data from the wind/solar farms?

Answer: CENACE will not be able to provide historical and/or live measured wind speed and irradiance data from the wind/solar farms. Cenace doesn´t have historical data and doesnt´t have live measurement of them.
