The Danish Defence Acquisition and Logistics Organization (hereinafter referred to as DALO) plans to invite tenders for a Framework Agreement regarding acquisition of a laser warning system for army vehicles, and is therefore looking for information on how to structure a possible future tender. The purpose of this request for information (RFI) is to understand how the best possible tender can be arranged both for DALO and the suppliers according to the EC regulation. It should be stressed that this notice is not a call for tenders and participation in the discussions will not be required for later prequalification. DALO wishes to enter a framework agreement with one supplier, which can deliver a laser warning system for tactical vehicles. By a laser warning system, DALO understands a system which is mounted on a vehicle and will be able to warn the crew when an active laser is directed at the vehicle. The laser warning system should detect if an active laser is pointing at the vehicle and be able to determine from which direction the laser is pointing. A horizontal and preferably also vertical angle relative to the vehicle is desired. It should also be possible to determine what kind of laser is pointing. As part of the preparation DALO would like to invite potential contractors to discussions (technical dialogue, cf. preamble 49 to the defense and security sector directive) regarding the Framework Agreement for the purpose of gathering information to be used for the preparation of tender documents. It should be noted, that DALO plans to tender under the auspices of the defence and security sector directive. The discussions are currently expected to take place in the period from the date of dispatch of this notice until April 2016. DALO is conducting the discussions/market survey via Mercell Sourcing Services (http:// permalink.mercell.com/56888499.aspx), however, based on the information obtained from the RFI, DALO may deceide to host meetings with participants cf. see section VI.2.
