Tidsfristen er overskredet
The contracting authority currently has systems that are partly run internally and partly by different operational providers. The contracting authority would like to consolidate the operations and operate all systems under the same contract with the same service provider. Due to the existing contracts and their different expiry dates, it is not possible to move all the systems simultaneously and the competition is therefore announced as a framework agreement in which systems can be included gradually. The total contract value is somewhat uncertain due to the same reason. The competition will therefore be carried out in accordance with the regulations part III.
The relevant systems are mainly free-standing web applications with the accompanying databases. Some systems are currently run on hardware owned by the operational provider or the contracting authority, others are run on Microsoft Azure.
It is a preprequisite that the contracting authority's systems can be available for several different third parties (e.g. municipalities, building owners and control organ) and a high degree of availability is required. The existing access checks must be able to be continued or changed in accordance with the contracting authority's instructions. Several of the systems carry out searches in other publicly available registers such as the Land Register and the Brønnøysund Register Centre and external systems shall be able to search in the contracting authority's systems.
At first operational services shall be procured for a national register for lifting installations (mainly lifts), but the contracting authority would like an operational provider with the capacity and ability to expand with the operation of the systems that the contracting authority deems it appropriate to outsource.
