The “Global Framework” under the Danish Climate Envelope 2012 funds the project “Low Carbon Transition in the energy efficiency sector in Vietnam”. One component of this project is support to Vietnam's Ministry of Construction (MOC). The main objective for this support is implementation of energy efficiency requirements for new construction which have already been laid down in a new “Energy Efficiency Building Code” (EEBC). (The final version of the EEBC is expected to be issued in late August or early September 2013).

Support to the MOC is to be delivered in two modalities: Targeted Project Budget Support (TPBS) and direct Technical Assistance (TA). This tender is for a team of consultants which will be responsible for providing most of the component's direct TA.

The main sub-tasks are:

- Develop an overall implementation plan for the EEBC.

- Develop training materials for practitioners (e.g. architects, engineers and construction companies).

- Train practitioners in a number of cities/provinces.

- Provide energy efficiency design advice for 2 demonstration buildings. The objective would be to demonstrate 10 - 50% energy savings (as compared to present construction practice) at 0-5 % extra investment costs. As a minimum, the demonstration buildings would have to comply with the new EEBC.

- Monitor and evaluate roll-out of the EEBC.

- Provide recommendations to the MOC with regard to a revised version of the EEBC.

- Assist the Danish Ministry for Climate, Energy and Building in providing comments and suggestions to

a) a new MOC circular on energy efficiency in buildings and

b) a Vietnamese green building strategy.

- Capacity building at two “Energy Efficiency and Conservation Centres” based at the Architectural Universities in Hanoi and Ho Chi Minh City.

For the prequalification it will be relevant for applicants to demonstrate experience in the following areas:

- Interaction with construction sector stakeholders (e.g. government officials, architects, engineers, construction companies, property developers/investors).

- Energy efficiency in tropical buildings.

- Marketing and/or communication/training for the construction industry.

- Implementation of building sector regulation.

- Experience with the above obtained in Vietnam and/or countries with comparable climate and state of technical and economical development would be regarded as an additional qualification.

- ODA project procedures, implementation and management.

- High quality interpretation/translation from English to Vietnamese and vice versa.
