Vietnam's Socio-Economic Development Plan (SEDP) 2011-2015 aims to pursue rapid and sustainable economic development based on a renovated growth model and economic restructuring towards improved quality and effective competitiveness. The SEDP continues to attach importance to the private sector development by aiming to facilitate the private sector to become one of the driving forces of the economy.

Despite the remarkable increase in the size and diversity of Vietnamese private firms during the recent years, the sector continues to face crucial constraints. Policymakers need to identify and target these constraints to deliver sustained and equitable growth, particularly given the economy's accelerating integration into the world markets. Towards that end, improving the country's capacity to perform high-quality policy-relevant research to guide economic policy-making is highly important and relevant.

For several years, Danida has been providing support aimed at strengthening and enriching Vietnamese business sector research capacities in order to inform and improve economic policy decision-making in the country through the following research:

1. Enterprise Research: Enhanced understanding of the dynamics of private sector development and competitiveness with special attention to technology and corporate social responsibility

2. SME Research: Gaining an understanding of both formal and informal SME dynamics in Vietnam

The SME Research has been carried out since 2005 and repeated every two years while the Enterprise Research has been conducted on an annual basis since 2010.

The Central Institute of Economic Management (CIEM), General Statics Office (GSO) and Institute for Labour Science and Social Affairs (ILSSA) are implementing agencies of these researches.

This contract will be a phasing-out support to these periodic surveys with emphasis on consolidation of achievements made, further enhancement of sustainability and alignment with national structures.

While data collection and processing will be done by GSO and ILSSA, CIEM in cooperation with the international research partner will utilize the data to generate information on various aspects of Vietnamese enterprises and conduct in-depths studies and policy briefs. Capacity development of the Vietnamese partners will be achieved through joint research initiatives, training workshops, seminars, and exchange visits.

Dissemination of policy-relevant research is a priority for the project. This will be done by circulating policy briefs through the CIEM website and through workshops to be attended by relevant government officials and other stakeholders. Mass media will be used to make the policy findings available to a wider audience.
