The Nordic Council of Ministers hereby invites you to submit a tender for the contract for Survey user needs for access to cross-border digital services in the Nordic region.

The study should provide an overview of the most important challenges and obstacles to cross-border mobility of citizens and businesses in the Nordic-Baltic countries for the purpose of working, studying and leisure and thereby identify areas where cross-border access to government digital services (G2C and G2B) can provide the greatest value for citizens and businesses in the Nordic-Baltic region.
