The procurement is in accordance with the Frascati manual (OECD) definition of a R&D assignment, as the general aim of the project is to obtain knowledge on different problems that are connected to how LHBTI children and children who challenge gender norms are taken care of in the child welfare service. The project also has a development element to it, as it aims to come up with proposals for new measures, which can ensure an equal child welfare services for LHBTI persons. In addition to this, the project will evaluate 2 competence raising measures that have been carried out in this field; FRI — Pink competence child welfare Skeiv Verden — competence raising programme for employees in welfare centres for EMA under 15 years. The research and development work will make up most of the project.
