The contract covers works to be carried out in connection with upgrading of existing control system of Siemens brand at Avedøre Power station, Unit 2. 4634355.00 Avedøre Power Station. Ørsted Thermal Power A/S intends to award a contract to Siemens without prior publication of a contract notice. The contract covers services to be carried out in connection with an upgrade of existing control system of Siemens brand. The reason why the contract is intended awarded to Siemens without prior publication of a contract notice is as follows. Existing Siemens control system SPPA-T2000 is going to be subject of upgrading of various parts of hardware and software at the control system. The works focuses on modification and upgrading of different parts of hardware on the existing control system in order to replace obsolete components. The services focuses on modification and upgrading of different parts of hardware and software on the existing control system in order to replace obsolete components – components such as operating and monitoring system, systems servers, engineering servers, system software – in a way where the existing IO hardware (FUM) is re-used and being fully integrated in the upgraded system. Reaching this goal requires full access and support to existing SPPA-T2000 control system and all elements here off such as design basis, handling software, upgrades of systems via existing software and being able to configure the control systems and migration of the existing control system within the limited available outage period of the power plant. Design basis, handling software, upgrades of systems via existing software and in particular access to source codes (Siemens’ IPR) in the existing Siemens FUM IO hardware for the re-use and fully integration of these in the upgraded system. This can only be done by the original supplier Siemens due to Siemens intellectual property rights. By upgradingthe control system, it will not be necessary with a full re-commissioning of the entire control system. By upgrading the specific control system (SPPA-T2000), it will not be necessary to do a re-commissioning of the full control system and the power plant itself, are reduced to an absolute minimum. Reaching the required performance and reliability of the equipment within the available time window, and without compromising safety or technical and process-related excellence, is of paramount importance. It is assessed that only the original supplier of the control system, Siemens possess the: intellectual property rights to deliver the services associated with fulfilment of the current contract. It is therefore the contracting entity's intend to award the contract to Siemens without prior publication of a contract notice. The upgrading of existing control system of Siemens brand at Avedøre Power station, Unit 2 contains options. The options are specific for the for upgrade of existing control system of Siemens brand at Avedøre Power station, Unit 2. The option value is part of the total contract value.
