Helsedirektoratet [the Norwegian Directorate of Health’ wants to enter into an agreement with a tenderer who on behalf of Helfo shall administer the claims for extended benefits in accordance with the National Insurance Act § 5-24 on behalf of benefit eligible National Insurance members who have received health services from American service providers. The service comprises negotiation of discounted health service prices.
