Increased mastery of every day life, better quality and improved safety shall be a focus. Ski kommune wants to enter into a framework agreement for 2 years, with an option on extending for 1 year + 1 year for a maximum of 200 electronic multi-dose dispensers (50 units + an option on 150 units). After 2 years the municipality will undertake a new assessment of the market before triggering options on extension of the framework agreement. This will be with a view to possible competitive tendering. Ski and Oppegård municipality will be merged to become one municipality — Nordre Follo kommune, from 1.1.2020. The Contracting Authority/Authorities assert the right to extend the contract on verbatim terms with a new organisation number for Nordre Follo kommune from 1.1.2020. The Contracting Authority also retains the right to cancel the contract with 3 months warning following the municipal merger. 14860800.00 Ski. The multi-dose dispenser must have a number of necessary functionalities so that the desired gains are achieved. The functionality and security must be high in order to avoid supplementing with manual processes and corrections after erroneous use. The Ski municipalities have investigated the market for multi-dose dispensers. We have carried out a pilot study and our conclusion so far is that only Evondos satisfies the requirements that the municipality has for multi-dose dispensers for the relevant service recipients. Requirements for multi-dose dispensers: — The dispenser must be able to control that the correct multi-dose roll is in the machine, — The dispenser must be able to read the date and time for medicating directly from the multi-dose bags, — The dispenser shall have lockable containers for medicines that are not taken at the correct time, — The solution shall have a system for login of service providers who unlock the dispenser, — The dispenser must be able to notify service recipients through speech, text, sound and light, — The dispenser screen must be large and easily read, — The dispenser must have battery back-up for power cuts, — The solution shall notify of power failure and/or when the power cable is disconnected, — The dispenser must be able to contain two separate multi-dose roles. —— The dispenser must be able to release medicine doses in connection with absence from the home. —— It must be possible to notify the service recipient about medicines other than those packed in the multi-dose. — It should be able to communicate with service recipients via the dispenser screen, — Errors/damage to the bags must be able to be interpreted and visually controlled remotely, — Alarms to service telephones following defined chains, — Alarm warnings if the dispenser is exposed to damage or attempted break-ins. The municipality wants to use this to inform the market and hereby gives a 10 day appeals deadline for the above. The deadline runs from the notice date in Doffin. The contract will be signed without any other competition notice. The municipality ask suppliers who believe that there is no basis to make the procurement without following the ordinary announcement rules in the procurement regulations to make contact by the stated deadline. Ski kommune currently has a need for 50 multi-dose dispensers. However, it is difficult to say how many multi-dose dispensers are needed for the future. Therefore there is an option on a further 150 multi-dose dispensers considering the future need of both Ski kommune and in Nordre Follo kommune from 1.1.2020, with a total maximum of 200 over the agreement period of 2 years + 1 year + 1 year. Tromsø kommune has examined the market for multi-dose dispensers and has been in contact with other municipalities that have experience with the different products. We have carried out a pilot test of Evondos E300. Our conclusion so far is that it is only Evondos that can fulfil the requirements we have for multi-dose dispensers for the service recipients in question.
