The transport departments and Avinor AS need an updated and better basis for estimating time savings and better reliability for goods transport. The aim for the transport departments is to make the socio-economic analyses of transport projects as relevant as possible for decision makers and other interested parties. This involves, amongst other things, having good estimates for the value of benefits that are not directly realised in the market, including the value of time saved and better reliability.
