The procurement will be made in accordance with FOA part I. Any tenderers who fulfil all the requirements must apply to HiOA by Thursday 8.6.2017 at the latest. Read more in point II.2.14 and in point IV.1.1. The machine must: Have 3 axes, minimum processing whole sheets in format 1 220 x 2 440 mm, minimum 150 mm Z axis clearance, vacuum table for holding material, be able to run simultaneously in 3 axes, servo engine on all axes, cutting spindel of minimum 5kW, option for static and oscillating knife system for textiles and foam materials, tool exchanger with minimum 5 positions, delivered to HiOA (possibly dismantled) through a door of 2 x 2 m, take up maximum 3 x 5 m floor area in operative condition (including safety zone/fence). The tenderer must: Offer installation and commissioning, training/courses in Norwegian, a Norwegian speaking service technician, as well as a ready post-processor/assistance for adapting the post-processor to MasterCam and Fusion360. 1000000.00 Delivery and assembly shall be at Oslo and Akershus University College's premises in Kjeller (Kunnskapsveien 55, 2007 Kjeller). The procurement will be made in accordance with FOA part I and the intention notice will be voluntarily published in TED. See point II.1.4, II.2.14, IV.1.1, VI.3 and VI.4 for further information. Procurement of 1 CNC cutting (type traverse cutter) machine for the Institute of Product Design's prototype workshops at Oslo and Akershus University College (HiOA). The machine shall primarily process wood and polymer materials, but also some textiles and foam materials. The machine must: Have 3 axes, minimum processing whole sheets in format 1 220 x 2 440 mm, minimum 150 mm Z axis clearance, vacuum table for holding material, be able to run simultaneously in 3 axes, servo engine on all axes, cutting spindel of minimum 5kW, option for static and oscillating knife system for textiles and foam materials, tool exchanger with minimum 5 positions, delivered to HiOA (possibly dismantled) through a door of 2 x 2 m, take up maximum 3 x 5 m floor area in operative condition (including safety zone/fence). The procurement will be made in accordance with FOA part I, but as HiOA only knows of one potential supplier in Scandinavia and the estimated total value is approx. 1 000 000 NOK excluding VAT, we have chosen to publish the intention notice in TED. See point II.1.4, II.2.4, IV.1.1, VI.3 and VI.4 for further information. HIOA has examined the market, but is only aware of 1 potential supplier (Alvøen AS) who can deliver products (Multicam Apex and the model 3103 (possibly the 3000 series) and at the same time that they, as a supplier, can also provide the services that fulfil HiOA's needs and requirements. This is because HiOA is of the opinion that only Multicam's cutters can fulfil our needs (and thereby our requirements), at the same time that Alvøen AS is the only authorised dealer of Multicam in Scandinavia. Emphasis is put on the fact that the procurement is in accordance with FOA part I, but as HiOA is only aware of one potential supplier in Scandinavia and the estimated total value is approx. 1 000 000 NOK excluding VAT, we have chosen to publish the an intention notice in TED. Emphasis is put on the fact that the contract has not been awarded, but a date had to be given in the tender form that is before the notice date for this intention notice. (If the date for the award of contract is after the date the intention notice is published you get an error message). The procurement will be made in accordance with FOA part I and HiOA will therefore negotiate directly with Alvøen AS if, after the intention notice, it is apparent that Alvøen AS is the only supplier that fulfils HiOA's needs and requirements, i.e. can both delivery a product (cutter) that fulfils all the requirements and is the only supplier who can fulfil all the requirements for the supplier/services/delivery. HiOA will negotiate directly with Alvøen AS if, after the intention notice, it is apparent that Alvøen AS is the only supplier that fulfils HiOA's needs and requirements. The date in V.2.1) Contract Award Date/Award Decision has been set to 5.5.2017 as it was then that HiOA had reason to believe that only one potential supplier or products and services existed who could fulfil HiOA's needs and requirements. The contract value in V.2.4 is only an estimated total cost, connected to the procurement and it is estimated over a 4 year period. This estimated sum includes: The machine, necessary equipment associated with the machine, ICT installation, training, service and general maintenance for 4 years. The sum does not include elements that HiOA will procure itself and not from Alvøen AS, for example, materials for processing, consumables such as end mill, ‘spoil-board’, knifes etc. See points II.1.4, II.2.4, II.2.14, IV.1.1 and VI.4.3, amongst others, for further information. Oslo As this procurement will be made in accordance with FOA part I and this is an intention notice, HiOA asks that any suppliers who fulfil the requirements and who can deliver a machine that fulfils the requirements, apply to HiOA as soon as possible and at the latest by Thursday 8.6.2017, by sending an email to innkjop@hioa.no with a copy to morten.riise@hioa.no If HiOA does not receive any emails from other potential suppliers who confirm that they can submit a tender that fulfils all the requirements by Thursday 8.6.2017, HiOA will start negotiations directly with Alvøen AS and thereafter possibly enter into a contract directly with Alvøen AS. A contract will be signed if the terms are sufficiently good that HiOA can and wants to sign the contract, if this occurs HiOA will not publish a new notice for this procurement. HiOA ought to be seen as the first organ in any enquiry, including any appeals. If HiOA receives an enquiry and does not assess the enquiry in a satisfactory way and possibly take the enquiry into account, this can be appealed, either to the Appeals Board for public procurements (KOFA) and/or the law courts.
