This ‘Wind Turbine Generator Quality Surveillance Services — Pre-assembly, Installation and Completion’ tender concerns the provision of qualified Client Representation and WTG Quality Surveillance services on site during WTG Pre-Assembly (base harbour), WTG Installation (Technical Offshore Representative) and/or Completion and Commissioning (offshore).
A. Scope of works for the client representation and quality control:
— Inspection and evaluation of site, storage, tools and lifting equipment used (e.g. verification of required certificates),
— Monitoring of transportation/ lifting activities,
— Monitoring of the mechanical and electrical assembly activities including pre-commissioning,
— Monitoring and evaluation of (manufacturer's) quality documentation (e.g. non-conformance reports, completion of checklist),
— Monitoring of repair activities and the associated reporting / documents,
— Monitor HSE on Site,
— Evaluation/reporting of the project progress on site/offshore,
— Own and maintain Employer's or own (at Employer's discretion) list of open points or similar,
— Liaise with Contractor's personnel and Contractor's project management team,
— Liaise with Certification Body / Marine Warranty Surveyor on Site,
— Hold and participate in Site meetings,
— Use the Employer's document control system,
— Be familiar with the Contract, the accompanying Employer's Requirements, design and Workshop Drawings and Specifications as well as with relevant Turbine Manufacturer's Manuals and Checklists,
— Using the Employer's component tracking system to report the status/progress of each component.
1. In addition to A. above, at the Pre-Assembly site:
— Inspection of incoming components,
— Final inspection of assembled components before load-out,
— Support the Employer in issuing Quay Side Certificates (or similar) to the Turbine Manufacturer on time.
2. In addition to A. above, during WTG Installation (Technical Offshore Representative):
— Inspection of TP systems,
— Evaluation and reporting of the project progress,
— Liaise with the Employer's Vessel Representative (EVR).
3. In addition to A. above, during Offshore Completion and Commissioning:
— Final inspection of mechanically completed WTGs,
— Final inspection of the commissioned WTGs and support the Employer in issuing Commissioning Completion Certificates (or similar),
— Liaise with Employer's Vessel Representative (EVR).
On occasion inspectors may also be required to carry out the following:
— Inspection and commissioning of electrical systems on the foundation,
— Support the Employer with switching operations,
— Support the Employer with setting up emergency power supplies for the WTGs.
The inspection team shall consist of personnel with a high degree of competence and experience as well as knowledge of wind turbine technology (incl. mechanical, electrical and coating works), and be proficient in relevant standards and regulations. In addition, the members of the inspection team shall be fluent in English (verbal and in writing) and shall have a high degree of personal motivation, communication and interpersonal skills.
