Call-offs on this framework agreement shall exclusively apply for development work for the Norwegian Coastal Administration's geodata infrastructure, further details are in the following components: 1. The Norwegian Coastal Administration's web map systems (production) and all associated infrastructure, including: a. Examples of Adaptive bodies and user interface: i. Coast info ii. Contingency iii. Fairway regulations iv. BarentsWatch c. Areal tool for management plans vi. Speed regulations vii. Port base viii. Sea base ix. Initiative base x. Any new interface that comes under the current or new bodies of Adaptive. b. All data storage solutions are based on PostgreSQL/PostGIS, as well as associated document servers or file storage c. infrastructure associated with the publication of the Norwegian Coastal Administration's maps (Mapserver) d. related services (web services) 2. The Norwegian Coastal Administration's back-up system (web map) — ‘kvberedskap.avinet.no’ and associated synchronisation mechanisms. 3. Coast info contingency and beach app. Knowledge of the Adaptive platform 80 20 The Norwegian Coastal Administration deems that Avinet AS is the only relevant supplier in the market (c.f. FOA § 14-4c). This is justified as Avinet AS has, through the development and implementation of the Norwegian Coastal Administration's joint geodata infrastructure, implemented a complex Adaptive geodata infrastructure at the Norwegian Coastal Administration that is tailor-made to a considerable degree for the management of vital data. The Norwegian Coastal Administration deems it very important that the provider of development services for the further development of this geodata infrastructure, has good knowledge of the infrastructure and that the further development is seen in close connection with Adaptive based components and relevant adaptations that have already been procured. The Norwegian Coastal Administration has, therefore, chosen to apply directly to Avinet AS without a prior notice/contest and then to announce the intention to enter into a framework agreement on Doffin and TED in accordance with the Public Procurement Regulations § 18-3a [9-1] (intention notice).
