The Municipal Undertaking for Educational Buildings and Property shall enter into parallel framework agreements for architect services and technical consultants for construction projects.
The Municipal Undertaking for Educational Buildings and Property's projects are multifarious and various in relation to scope, duration and costs. The framework agreements shall cover the Contracting Authority's requirement for preliminary project services for the entire spectrum of projects.
The requirement for engineering design services related to construction projects at the Municipal Undertaking for Educational Buildings and Property's properties and other projects related to the Municipal Undertaking for Educational Buildings and Property's management and operation of the properties and internal projects.
The construction projects can vary in scope from 5 — 12 000 m2 and contract cost can vary from 300 000 NOK — 600 000 000 NOK. The largest portion of the assignments are rehabilitation projects, which include total rehabilitations, climatic buffer projects, minor rehabilitations and repairs/maintenance. Several of the construction projects have additions/new construction and interim buildings (modules/pavilions). Furthermore, many of the projects are technically complicated. Some of the buildings are also of historic nature. The projects may different organisation and contract practice/contract form.
The framework agreement will comprise assistance with concept evaluation/feasibility studies, preliminary studies, preliminary projects, detailed projects, preparation of tender documentation for turnkey contracts and engineering design/follow-up in production and claims phases. It may also be necessary to assist with condition evaluations, uncertainty analyses, LCC analyses, preparation of MOM documentation, assist in building applications and planning applications, have the role of coordinator for the engineering design phase (KP) in accordance with The Builder Regulation, prepare documentation for application to The Chief District Medical Officer and The Norwegian Labour Inspection Authority etc.
The following specialist areas/disciplines will also be included:
— Engineering design group manager (PGL);
— Architect (ARK);
— Interior architect (IARK);
— Responsible applicant (SØK);
— Planner and other professional planning assistance (REG.ARK);
— BIM Coordinator;
— CAD operator;
— Responsible coordinator for working environment questions during the preparation of a project cf. The Builder Regulation;
— Project support/Secretary/Other assistance/administration;
— Consulting Civil Engineer — RIB;
— Consulting Engineer HVAC and sanitary installations — and climate techniques (RIV);
— Consulting Electro Engineer (RIE);
— Consulting Fire Engineer (RIBR);
— Consulting Geotechnical Engineer and Engineering Geology (RIG);
— Consulting Water and Waste Water Engineer (RIVA);
— Consulting Acoustics Engineer (RIA);
— Consulting Environmental Engineer (RIM);
— Consulting Building Physics Engineer (RIBFy);
— Consulting Engineer, antiquarian conditions;
— Consulting engineer for other disciplines.
The Municipal Undertaking for Educational Buildings and Property has separate framework agreements for:
— Independent control and third party control of The Municipal Undertaking for Educational Buildings and Property's construction projects.
— Landscape architect services.
— Construction Management.
— Project management.
Thus these services are not included in the pending competitions.
