Short description

The Contracting Authority hereby invites tenderers to a competition for entry into framework agreements regarding the purchase of service vehicles for leasing (operative leasing) and the purchase of services vehicles for the Contracting Authority's operations. The Contracting Authority currently has their own leasing agreement with Nordea.

The tender offer applies to new procurements. This means that the existing agreements will be valid until they expire or are terminated. Then new agreements shall be entered into through a framework agreement supplier.

There is currently no position on which vehicles shall be leased and which shall be purchased. It is highly likely that the majority of the vehicles will be leased. The Contracting Authority is free to select between leasing and purchasing. The Contracting Authority shall have the first option to buy out the vehicle at the buy-back price at the end of the leasing period.

During the agreement, approx. 40-80 vehicles per year shall be replaced or procured for Fredrikstad kommune. Hvaler kommune replaces approx. four to eight vehicles per year. In 2017 a large volume of vehicles (approx. 80-100 vehicles) will be replaced since the leasing agreements will be expiring. The largest volume is under categories 1-1, 1-2,1-5 and 2-1.

Fredrikstad kommune has their own agreement on leasing. This agreement shall be when entering into leasing agreements.

The delivery is divided into 4 groups with sub-categories. Tenderers may submit tenders on 1 or more sub-categories. Each sub-category will be evaluated individually, and an agreement will be signed with a tenderer in each sub-category. It should be clearly stated for which sub-category the tender offer is submitted.

The procurement is divided into the following groups and sub-categories:

Group 1: Foss fuels (petrol and diesel).

Sub-category 1-1 Small vehicles — passenger vehicles with 5 doors and 5 seats.

Sub-category 1-2 Small goods van, 3 to 5 doors and 2 seats, for example Caddy/Connect or similar.

Sub-category 1-3 Passenger Vehicle — 5 seats.

Sub-category 1-4 Large goods van, for example Transporter or similar under 3 500 kg.

Sub-category 1-5 Large goods van, for example Sprinter/Crafter or similar over 3 500 kg.

Sub-category 1-6 Passenger vehicle — 7 seats.

Group 2: Electric motor.

Sub-category 2-1 Small vehicles — passenger vehicles with 5 doors and 4 to 5 seats.

Sub-category 2-2 Small vehicles — goods van with 3 to 5 doors and 2 to 3 seats.

Group 3: Hybrid.

Sub-category 3-1 Small vehicles — passenger vehicles with 5 doors and 5 seats.

Sub-category 3-2 Small vehicles — goods van with 3 to 5 doors and 2 to 3 seats.

Group 4: Biogas (LNG).

Sub-category 4-1 Small vehicles — passenger vehicles with five doors and five seats.

Sub-category 4-2 Small vehicles — goods van with three to five doors and two to three seats.

Sub-category 4-3 Large goods van.

Passenger vehicles and goods vans shall be approximately the same vehicle size.

The vehicles in all groups shall have an annual driving length of approx. 25 000 kilometres.

The framework agreement shall cover the at all times current need for service vehicles at the Contracting Authority.
