Short description

One framework agreement shall be signed for telephony services and 1 framework agreement shall be signed for a centralised facsimile system, which together shall cover the contracting authority's need for (subscriptions and calls/use) within the following areas:

— Mobile telephony services;

— SMS Gateway services;

— Information service on mobiles;

— Landline telephony service;

— Facsimilie service;

— Relevant consultancy services.

The Norwegian Tax Administration had, on 29.2.2016, 6 745 employees. The mentioned services are currently divided between two contracts. Both contracts are with TDC AS. The first contract is for mobile telephony services, SMS Gateway services and an information service on mobiles. The other contract is for land-line services and facsimile services. The existing contracts expire 31.3.2017.

The contracting authority needs to continue all the services that are provided through the current contracts. The traditional land-line telephony service is expected to be phased out over time and replaced, to a large degree, by mobile units such as mobile telephone, tablets, laptop PCs, as well as interaction services such as Skype, Jabber etc. Furthermore, the expectation is that the services can be used in seamless transitions between available carrying services, such as landlines/VoIP, mobile network and Wifi.

The contracting authority would thus like to gather land-line and mobile telephony services, as well as SMS Gateway and an information service in one contract (sub-category 1) and a facsimile service in another contract (sub-category 2).

The Contracting Authority intends to enter into a framework agreement with 1 tenderer for each sub-category. Participation in the competition can be sought for one or both sub-categories. If participation is sought in both competitions, the application will be assessed for each sub-category independent of each other.

The framework agreements for each sub-category will be valid for 2 years, calculated from the date the contract is signed, with an option for the Contracting Authority for an extension for 1 year at a time, up to a total of 2 extensions. The maximum duration of the framework agreements is therefore 4 years.

The procurement's total value is estimated to be between 50 000 000 NOK and 70 000 000 NOK, calculated over a period of 4 years, of which most of the volume is for telephony, whilst facsimiles have an estimated value of 100 000 NOK. The volume can deviate in both a positive and negative direction. The framework agreements give the Contracting Authority the right, but not an obligation, to make call-offs within the framework agreements. The Contracting Authority is not obliged to procure a specific quantity or volume during the framework agreement period.

The framework agreements will come under the Contracting Authority's framework agreement and annexes. The documents will be sent to qualified tenderers together with the tender documentation.
