The Contracting Authority hereby invites tenderers to a competition for a framework agreement for the procurement of consultancy services for project support, quality assurance and performance management.
Fredrikstad municipality has recently revised its investment routine for building and construction projects. The regime is based on the government's scheme for concept choice reviews (KVU), management documentation and quality assurance of investment projects with an expected cost of more than NOK 750 million. The regime is adapted to Fredrikstad municipality's needs, with adaptations and simplifications where it is considered to be appropriate. The investment regime shall include all the municipality's investment projects, both within service buildings (schools, welfare buildings, offices, arts and sports buildings etc.), housing and municipal engineering facilities such as roads, parks, water and sewage facilities, quays etc. The contracting authority will have projects in the framework agreement period that span from alternative analyses (concept choice reviews) to completed buildings and installations.
In order to ensure that the contracting authority has the ability to complete projects and develop performance management, the contracting authority has a need, at short notice, to obtain consultancy services for projects and other work assignments associated with the development of the contracting authority's investment regime and performance management. There will be a need in the projects for assistance with, amongst other things, the implementation of needs reviews, alternative analyses, estimations, uncertainty analyses etc. as well as external quality assurance.
Based on experiences with the implementation of the revised investment regime, there is expected to be a need for assistance with the development and implementation of management systems and routines.
