Bergen municipality shall procure different types of residential and service offers in a joint tender notice. The following shall be procured:
1. 24 hour residential and service offer for up to 3 months for persons addicted to drugs and alcohol.
The target group for the residential offers are persons addicted to drugs and alcohol without a place to live. The residential offers shall have 24 hour staffing suitable for the user group. The users shall, through the temporary residential offer, be ensured a complete offer of housing, meals and health and social services suitable for each individual's needs. Users shall be stay for up to 3 months.
2. 24 hour residential and service offer for more than 3 months for persons addicted to drugs and alcohol.
The target group is long term persons who are addicted to drugs and alcohol, who have repeatedly used the municipality's temporary residential offers. The aim is that the users are ensured a complete and long term arranged welfare offer in a residence with meals and health and social services suitable for each individual's needs.
3. Acute overnight stays for persons addicted to drugs and alcohol.
There is a need for overnight offers who can take in persons in the evening who are addicted to drugs and alcohol. The overnight offer shall provide an offer of a place to stay until the next morning. The overnight offer shall be staffed 24 hours a day when it is open. The entity shall have a low threshold for offering a bed for the night. Users of the offer shall be able to see to their personal hygiene, get a simple meal and receive care and support.
4. 24 hour rehabilitation and welfare offer for up to 3 months for persons with drugs and alcohol and mental health challenges.
Bergen municipality needs to procure 24 hour welfare places for persons with drugs and alcohol and mental health challenges. Users shall stay for varying lengths of time, but with an upper limit of 3 months. The offers shall be located in south Norway. The offers shall have a rehabilitation perspective where the abstinence requirement enables persons addicted to drugs and alcohol to work on changes in several life areas, with the aim of mastering their dependency. The service offer shall, during the users' stay, ensure that the users have a complete offer of housing, nutrition, health and social services and welfare suitable for each individual user's needs. The offer shall be for persons who are waiting for a treatment place in the specialist health service.
5. 24 hour residential, rehabilitation and/or service offer for mentally ill persons, as well as persons sentence to detention.
The procurement will apply to offers of housing and environment therapeutic services on a 24 hour basis for residents with great large welfare needs. The residents will have large functional disabilities due to serious mental disorders, personality disturbances, autism, ADHD with or without drug and alcohol addictions. The users will often have a combination of several simultaneous diagnoses. The users will often be connected to an outpatients clinic/mobile treatment scheme in the specialist health service. The residential offer must have a clear legal basis, either as a residence with home services or as an institution. For conditional releases, the Norwegian Correctional Services' individually adapted security instructions will form the basis for securing the residence and for how the environment service in the residence shall deal with the resident's freedom restrictions. The residential offer shall, however, appear as a municipal residence with services and emphasis shall be put on personal growth and mastering of everyday life, within the limits set by the security instructions.
6. Drug and alcohol free residential offer for up to 3 months with a quality contract.
The target group for the residential offers are persons without a place to live. The residential offers shall have general supervision. Users shall be stay for up to 3 months.
The procurement's total value (sum of the above mentioned services) is estimated to approx. 50 000 000 NOK per annum. There is, however, considerable uncertainty connected to this estimate.
