The Norwegian Public Roads Administration uses campaigns as 1 of many measures, to i.a. improve the road safety in Norway. With this agreement the Contracting Authority wishes to enter into framework agreements with 1 advertising agency, primarily for developing and implementing road safety campaigns in the agreement period.
The following assignments may be included in the procurement:
— Develop/further develop campaign strategy, plans, messages and creative expressions;
— Production of materials adapted to a wide range of means of communication e.g. digital means, film, radio, print and sign;
— PR works;
— The tenderer shall be able to offer qualitative and quantitative surveys in connection with development and evaluation of campaign materials;
— The tenderer must demonstrate good knowledge of theories related to attitude, behaviour and influence.
