After the meeting February 12th (the 1st part of the technical market dialogue), project 8154 will notify a questionnaire together with the presentations from the meeting. Also suppliers who haven't participated in the meeting on February 12th are invited to submit this to the Norwegian Defence Materiel Agency. Answers must be submitted not later than February 28th. More information will be notified together with the questionnaire.

The Norwegian Defence Logistics Organisation (NDLO) shall procure and administer material systems for use in operative and daily activities in the Norwegian Armed Forces, nationally and abroad. From 1.1.2016, NDLO is changing name to Norwegian Defence Materiel Agency and will be a separate department under the Ministry of Defence.

The Norwegian Defence Logistics Organisation Communication and Information Systems (NDLO CIS) is responsible for obtaining and administering secure ICT systems. P8154 is a project in NDLO CIS‘s portfolio. The project includes implementing secure information exchange mechanisms (SIU) and systems that contribute to more automated information flow between different secure domains. The Ministry of Defence has previously referred to the project in the document “Future Procurements for the Norwegian Armed Forces (FAF) 2015-2023”p. 62 (https://www.regjeringen.no/no/tema/forsvar/forsvarsindustri/framtidige-anskaffelser-til-forsvaret/id2353202/).

NDLO CIS is a statutory body that comes under the Public Procurements Act and is, thus, obligated to hold competitions for its procurement needs. The Norwegian Armed Forces, C/O NDLO CIS would like, with this prior information notice, to invite tenderers to a technical market dialogue on possible future notice (s) for procurements connected to P8154. NDLO CIS would like to enter into a dialogue with tenderers who can offer relevant systems and/or products.

Technical market dialogue is planned in 2 parts:

— The 1st part will be an information meeting in or near Oslo, Norway, probably in the middle of February 2016.The date and location will be distributed to those who registered for participation. The need to hold the meeting in English will be clarified after the Norwegian Armed Forces has seen the list of participants. The presentation material will, nevertheless, be translated to English and published.

— The 2nd part will be held approx. 3 weeks later and it will give relevant tenderers the possibility to present their products/system proposals to the Norwegian Armed Forces. Tenderers will also be asked to submit written information. Further information on the 2nd part will be given at the information meeting.

The intention of the information meeting is to give the market a general presentation of P8154 and the total needs connected to the project, as well as to get an overview of which suppliers will be actual tenderers.

The information given to and from Norwegian Defence Material Agency, in connection with the technical market dialogue will not be binding for either the Norwegian Armed Forces or suppliers.
