The Danish Defence Acquisition and
Logistics Organization (hereinafter referred to as DALO) plans to invite
tenders for a Framework Agreement regarding Ringmounts with armored protection,
including Softmounts (hereinafter referred to as RM), accessories and spare parts, and therefore looking for
information how to structure a possible future tender. The purpose of this
request is to understand how the best possible tender can be arranged both for
DALO and the suppliers according to the EC regulation.
The expected volume is between 500 and
600 RM. It is important for DALO that the RM are certified to mine protection
level 4 a/b and Ballistic Protection level 2 or better and the RM can be
delivered no later than 2017.
As part of the preparation DALO
would like to invite potential Suppliers to discussions (technical dialogue,
cf. preamble 49 to the defense and security sector directive) regarding the
Framework Agreement for the purpose of gathering information to be used for the
preparation of tender documents. It should be noted, that DALO plans to tender
under the auspices of the defence and security sector directive.
For the discussions DALO has prepared a Request for Information questionnaire where the potential suppliers are asked to give their opinion on different topics e.g. contractual, technical and operational.
DALO would strongly encourage the potential supplier to obtain the questionnaire via Mercell Sourcing Services, and return it in filled out form - preferably in English.
The discussions are taking place in the period from the date of dispatch of this notice until 25 November 2015.
DALO may further decide to host meetings with the participant, after evaluating the questionnaires returned.
DALO is conducting the technical dialogue / market
survey via Mercell Sourcing Services, and questions can be submitted via the communications "tab" in Mercell.
DALO emphasizes that it will not influence your participation in a possible future tender on the RM to DALO, should you decline to participate or only partly fill out the questionnaire.
