The contracting authority requests tenders on net ripple effects on selected projects.
The contracting authority expects that a total of 6-10 projects will be selected. These projects will be subject to calculations on net ripple effects. It has not been established a joint consensus about what methods shall be used. The consultants are therefore free in choice of method. The contracting authority will enter into contracts with 1-3 companies that each shall implement calculations on 1-3 projects.
The Institute of Transport Economics has a framework agreement with the National transport plan and shall calculate net ripple effects on all of the 6-10 projects. The calculations that are described in this tender are therefore additional calculations/supplements to the Institute of Transport Economics' calculations and will be a part of the decision basis.
The main objective of the additional calculations is to demonstrate the width in the extent of net ripple effects in such a way that the decision basis is as well informed/accurate as possible.
Time schedule:
Start up: 1.9.2015
Delivery of calculations: 1.10.2015
Seminar — presentation of results: around 15 October
Delivery of working papers: 1.11.2015, at the latest.
The estimated upper financial limit for the assignment, including calculations of 6-10 projects, is 2 000 000-3 000 000 NOK excluding VAT This financial limit includes all calculations that shall be implemented.
