Kollevågen flows into Hjeltefjorden and is situated in Askøy in Askøy municipality. The inner part of Kollevågen was used as Bergen municipality's waste landfill site for unsorted waste in 1930 and waste was deposited here until 1975. See the map/aerial photo of the area in annex II.8. The landfill site mainly consists of household waste, but there probably also is some industrial waste. The waste was deposited in four long shallow bays and 90 % of the waste is under water. For further details on the area, see the Initiative Plan chapter 1.1 - 1.2 (annex II.1).
Initiatives in the area have been carried out twice, in 1982 and in 2005. The annual environmental monitoring showed a negative development of the pollution situation by the landfill site, which resulted in the Norwegian Environment Agency ordering Bergen municipality to prepare an initiative plan, which was completed in August 2014. Bergen municipality would now like to carry out detailed engineering design services for a new cover for Kollevågen, as recommended in the initiative plan chapter 4 (annex II.1).
This competition is for engineering design services for a cover initiative in Kollevågen, including the implementation of necessary geotechnical surveys, preparation of a preliminary project and a detailed project. The detailed project shall include all the necessary documents for the procurement of the contract for implementing the initiatives.
The Norwegian Environment Agency gave orders to prepare a revised initiative plan in a letter dated 9.3.2015. The detailed engineering services work for the initiative must be coordinated with the preparation of a revised initiative plan.
