The Norwegian Government appointed 15.8.2014 a selected committee, The Working Time Committee, that shall review and evaluate the collective regulations.

The Working Time Committee has been asked to map violations of the working time regulations, which provisions in which regulation are being violated and what are the most important causes of these violations.

Based on the Working Time Committee's mandate, the aim of this assignment is to map scope and causes of violations of working time regulations throughout the Norwegian labour market.

The Working Time Committee is particularly concerned with the following:

— The scope of the violation of the working time regulations, this means both the Working Environment Act provisions and individual agreements/collective bargaining agreements, including any lack of agreements where they should have been signed.

— Which provisions in these regulations (Acts or collective bargaining agreements) are violated.

— The development over time.

— Geographical variations

— Branch variations.

— The size of the business/organisation where such violations are uncovered.

— Any variations with respect to such violations within the individual organisation, and the cause of any such differences. The causes of violations of the working time regulations.
