Bergen municipality with cooperation partners would like to enter into a framework agreement for the procurement of consultancy services with in public procurements. A framework agreement shall be signed with one service provider.
The framework agreement shall be able to cover services within the following disciplines, the list is not exhaustive.
Procurement case handling and holding competitions, both as regards procurement law, economy, logistics and other relevant procurement conditions. Procurement law competence is expected to be most requested.
Marketing and needs analysis; needs verification.
Strategic procurement consultancy, including choice of procurement procedure and competition form, and consultancy in transparency cases and appeals.
Quality assurance of procurement processes and documents, with most emphasis on legal procurement and financial conditions.
Legal procurement consultancy, including the disciplines contract law, competition law and public support; reviews and thoughts on legal problems connected to procurements; evaluation of contract breaches and sanctions.
Preparation, planning and implementation of courses and training measures, mainly within legal procurement problems.
Project management in procurement projects; negotiation management.
Participation in procurement projects and procurement groups.
Assistance with the preparation and maintenance of the necessary tools, routines and templates.
Analysis of the use of contracts, delivery quality, general contract follow-up and contract loyality.
Handling transparency cases, appeals and other enquiries from suppliers on behalf of the contracting authority.
The character and extent of the individual assignments can vary a lot.
Based on previous experiences, the contracting authority estimates that the legal procurement work and the need for legal procurement competence will make up more than half of the total assignment volume.
A rough estimate of the extent is approx. NOK 8 000 000 — 12 000 000 in the contract period of up to four years for all the contracting authorities included in the contract. The estimate is uncertain due to, amongst other things, unforeseen changes in the contracting authority's activity level, budget and available competence in our organisation.
