The Norwegian Ministry of Transport and Communication aims to secure a sound and efficient flight path network throughout the country. To achieve this goal, the ministry purchases flight path services when the market alone does not provide an adequate network.
The ministry wants an independent assessment of the route network in North Norway. The consultant shall assess the current route network and recommend how the route network should be in North Norway from the 1.4.2017. The intention is that it should provide the ministry with a better basis for determining which traffic the government should buy.
The consultant shall assess the following:
— current conditions for flight paths;
— recommendation of which flight paths the government should purchase and which requirements should apply to these;
— expected cost to the government;
— which criteria should apply in order for the government to purchase flight paths;
— if the flight paths the government purchases today are viable without government purchase;
— traffic prognosis for the period of 2017-2022;
— if the purchase of helicopter transport can replace plane transport between Røst and Bodø, and which consequences this will eventually have;
— recommendation for actions to improve the contest for flight paths;
— if other awarding criteria than lowest price can give better results.
The consultant is not limited to these assessment points, but can also freely assess other relevant conditions and make informed decisions.
