Knowledge of quality in higher education is essential to ensure confidence in the education and to stimulate quality development. Even though we currently do not have data for the students' professional levels and learning outcomes, there are several data sources which can give indications for different sides of the education quality and what is currently poorly utilised. There is potential to better utilise the existing data sources to develop indicators of quality in higher education which can provide information to those seeking to study, authorities, higher education institutions and other interested parties. The goals of this assignment are to improve knowledge of which factors are of significance to the results in higher education, and what possibilities there are to develop quality indicators which can be regularly published.

The assignment is twofold: Part 1:We currently have a series of indicators for quality in higher education for effort, process, and achievement level. However, we know little about the relationships between them. The engaged party shall connect the existing data from the different sources to find connections which can provide better knowledge of the quality in higher education. In Appendix 1 of the tender documentations part 2, the Contracting Authority lists research questions which are considered to be particularly relevant. Beyond these, the engaged party shall also assess if there are other relevant research questions that linking of the existing data can answer. Part 2: On the basis of these analyses, the engaged party shall provide suggestions for new indicators for the educational quality, and assess how these indicators correspond with the quality indicators for higher education internationally. The engaged party shall provide suggestions as to what level these indicators can and should be published. The engaged party shall also provide input as to what types of data would in the longer term be favourable to have in order to develop more valid and reliable indicators for educational quality in higher education.
