Assignment text

The planned project with address Grenseveien 62 is situated at the old Teglverk site and belongs to Grünerløkka district in Oslo, Norway.

The assignment includes engineering design and construction of a new complete 8 department nursery in Grenseveien 62, Oslo, Norway. The assignment also includes development of the outdoor area. The property developer must establish an engineering design group that safeguard all required special fields included in this assignment.

The zoning plan for the area (S-4651) was approved by the City Council 29.8.2012. The proposed solution shall be in accordance with the zoning plan and regulations. Suggested solution that is not in accordance with the zoning plan and regulations may be rejected. Extract of the zoning map is attached the tender notice, see appendix 8a. It is the area marked 'Barnehage/Undervisning' that is the reserved area for the new nursery (not field BU1 and BU2).

In the attached report from the preliminary conference the nursing was considered with 8, 10 and 12 departments. It is emphasised that the tender shall submit tenders for an 8 departments' nursery, only.

In the period July 2014 – July 2015 the property shall be used for temporary buildings for the Agency for Urban Environment (Bymiljøetaten (BYM)). The area will be vacated immediately after this. Investigation of ground conditions will be implemented with an accompanying geological and environmental technical report which shall be published on Doffin.no approx. mid August.

The Contracting Authority will provide power, water and sewerage to the border of the construction site. Location of the connection points to the power, water and sewerage system will be clarified in the pre-project stage. The tenderer shall make allowance for this in the tender.

The entrance (marked 'V2 f_Kjøreveg' in the zoning plan, appendix 8a) shall be used as a school road during the construction period. The tender must contain considerations on possibly measures required for securing the road (possibly resolve the entrance to the site differently).

The site is located in Hafslund's concessionary area for district heating. The tender must therefore include expenses for connection to the existing district heating pipe (c.f. appendix11d). The Contracting Authority reserves the right to withdraw the expenses related to connection to Hafslund's district heating pipe and laying of district heating pipe to the border of the site (c.f. option 3.2.7)

The nursery with outdoor area and technical plants shall be completed and handed over 20. June 2016. The date for completion is very critical for the Contracting Authority Due to this, the daily fine rate is higher than the NS (Norwegian Standard) rate. For further information, see appendix 6, Contract formula.

Before handover the TE shall carry out a minimum of a two week trial operation of the nursery, technical installations and outside area without remaining works being carried out at the same time (cf. the requirements for achievement of BREEAM-NOR point MAN1). The tenderer shall in the tender make allowance for a 6 months test run period subsequent to acquisition.

Prevailing laws and regulations shall be complied with.

Delivery of turn-key, standardised nursery in accordance with engineering design basis for nurseries which comprises:

— joint requirement specification for Oslo municipality, paramount requirements,

— joint requirement specification for Oslo municipality, nurseries,

— joint requirement specification for Oslo municipality, environmental and life cycle costs,

— further specifications and description of extent are given in appendix 4d; Description of extent.

Further requirements:

— the nursery shall comply with the requirements for Passive buildings given in NS (Norwegian Standard) 3701: 2012; Criteria for passive buildings and low energy buildings.

— the project shall be BREEAM-NOR certified to level Very Good. OBY requires own minimum requirements for selecting BREAM-NOR point. These are specified in appendix 9. The property developer shall engage an accountant for certification and registration of the project. Intermediate phase certification and final certification are required,

— the project shall engage a person responsible for Integrated Technical Building installations (ITB) in accordance with NS 3935:2011,

— building Information Modelling (BIM) shall be used in the project and the model shall be delivered in IFC format. BIM is not required in connection with submitting tenders,

Company which shall execute independent inspections will be engaged and paid by the Contracting Authority.

The construction works shall be executed in the best possible financial advantageous and rational manner. The engineering, procurement and construction contract shall be prised in accordance with appendix 5; “Price form engineering, procurement and construction contract”.

The assignment shall be executed in 3 stages:

Stage 1 Preliminary project.

The preliminary project is initiated immediately after contract formation and shall, when completed, undergo quality assurance (KS2) and approval by the Department of Cultural Affairs and Business, prior to ordering and initiation of the next stage. It is also required that all new building projects shall be subject to budgetary procedures by the City Council in Oslo municipality.

Engineering design services shall be provided for a standardised nursery in accordance with engineering design standards for nurseries which comprise the above listed requirement specifications. A detailed cost estimate (based on NS 3453) and a progress plan which i.a. form the basis for a payment plan.

The preliminary project shall be prepared in accordance with Oslo municipality's template for preliminary project, see appendix 7c.

The preliminary project shall be prepared, starting from contract formation (expected during week 43, 2014) and shall be delivered within week 7, 2015 at the latest.

General for stage 1.

Stage 1 also includes user involvement (meetings with user and district) where drafts will be examined and solutions clarified. In connection with this, it must be expected that this may result in minor amendments/adaptations of the submitted proposal to the tender competition. This type of minor adaptations must be expected and shall be included in the fixed price for the assignment.

Stage 1 also includes preparation and submission of relevant applications and approvals (including frame applications, approval in AMU, application to the Labour Inspection Authority and approval in accordance with Regulation for environmental health in schools and nurseries).

Approval of the preliminary project is a condition for realisation of the project and for stage 2 to be initiated. If the preliminary project is not approved by the Department of Cultural Affairs and Business in accordance with the Quality Assurance system (KS2), or in the budgetary procedure, the property developer will be paid for stage 1 in accordance with price given in the tender form, appendix 6.

Stage 2 Engineering design and construction.

The stage is initiated when the preliminary project is concluded in the city council and order for further works is available (expected during week 26, 2015). This stage includes an application process (commissioning application as well as certificate of completion), detailed engineering design, and construction, development of playground areas, open areas and infrastructure.

The tennis building on the neighbouring site shall be used as exam areas. The tenderer must adapt the works in such a way that noisy works are not executed in the exam periods before Christmas and summer holiday.

The tender shall take into account that the detailed engineering design shall be initiated in week 26, 2015 at the earliest, and that the site shall be available for the property developer from 16.8.2015.

Stage 3, test run and acquisition.

Stage 3 mainly includes a test run period prior to delivery and the actual acquisition. In addition this stage also includes the claim period and possible finishing work.

The test run period is initiated within week 22, 2016, at the latest. When the test run period is initiated, all scheduled works for buildings, technical plants and outdoor areas shall be completed. Acquisition of the nursery school and technical plants as well as outdoor area is scheduled to 20.6.2016.
