The Contracting Authority requests tenders for delivery of services related to ICT security trusted a third party (TTP services) for use in systems for electronic payment of road tolls. The contract includes services related to the AutoPASS system, i.e. coordinated payment of road toll.
The objective with the procurement is to ensure a reliable administration of security connected to toll road chips.
The main services are:
The management of the chip keys (cryptographically keys).
— Register information of i.a. security related equipment used in Norwegian road tool systems (execution of the registration function).
— Follow up quality of the security.
— Auditing/certifying connected participators.
The service provider shall establish technical infrastructure (rooms in building, equipment and software) and applications/user interface for delivery of the services. The Norwegian Public Roads Administration will put at disposal an ICT system for key management system (KMS Key Management System) which the trusted third party service provider shall use in connection with implementation of his services. Technical operation and maintenance on this ICT system is a part of the delivery.
The initiation period is from contract signing and until 03.09.2013. After that the actual service shall be executed in the period from 3.9.2013 until 3.9.2015. Option for the Contracting Authority to prolong the agreement with 1 year + 1 year. This means that the maximum contract period is until 3.9.2017
The time schedule is further described in the trusted third party requirements to the Operational agreement chapter 2.4.3.
The contract is a framework agreement which shall be entered into with one service provider. The contract's price has fixed price in addition to unit prices for provided services.
