Based on the Ministry of Justice and Public Security's (JD) letter of award to KDI, Statsbygg has been asked to design a capacity expansion of approximately 80 places at the Skien branch of Telemark prison. The order involves the preparation of a finished preliminary project with associated cost framework and management framework. The sketch project for Skien prison will build on the development plan, building program and sketches for Ullersmo prison with necessary modifications. The projected cell block will be established within the existing ring wall at Skien prison and connected to the existing systems and technical infrastructure. Mapping of the state of the existing systems and technical infrastructure is included in the assignment (when the option is triggered). If the mapping reveals a need for replacement, for parts or for the whole prison, as a result of the capacity increase (new building/s) the design of this shall be performed as hourly remunerated work in the preliminary project.
