The contracting authority has a need for consultancy services within financial management of operational and grant resources.
This can include
— Consultancy within financial management,
— Quality assurance of management routines,
— Preparation/assessment of risk analyses,
— Assessment of the contracting authority's or contract partner's risk management,
— Assessment of accounting and audit reports,
— Assessment of profit and loss reports,
— Audits,
— Assistance with application assessment and processing,
— Assistance with completing contracts.
The list must not be seen as exhaustive.
The services can have the character of both assistance and consultancy assignments. A more detailed description will be given in each individual call-off.
The service provider must be able to provide services globally in accordance with the Norwegian foreign service's representation and engagement.
The service provider must be able to respond quickly to call-offs and provide the services without undue delay.
The service provider must reckon on an uneven workload, as it is unpredictable when cases that require a need for the services occur. Based on the contracting authority's past experience, the need is expected to increase during the contract period.
The Ministry of Foreign Affairs has framework agreements for forensic audits, Norwegian lawyer services, international lawyer services. These areas are therefore not included in this contract.
