The Norwegian Directorate for Education and Training has a grant scheme for developing and producing learning materials in those cases where the market is too small to sustain commercial development grants funds for the development and production of teaching materials for groups that are so small that they are not met by the commercial market. The grant will be announced each spring, and will be awarded for the development of teaching materials for language minorities, special needs or multi-functional learning materials and teaching aids for narrow subjects or small groups of students in secondary education.

In order to have a firm basis for setting priorities and requirements for teaching aids and learning materials in our calls for subsidies, and to better follow up the projects, we need to evaluate those learning materials that are developed under the auspices of the grant scheme. We also want to know more about the need for adapted learning materials in the areas for which we are responsible.
The task being procured is twofold:
1. Evaluation of learning materials that have received supported when developed through the grant scheme.
2. Examination of the need for specially prepared and special needs or multi-functional learning materials, and for teaching aids and learning materials for language minorities.
The assignment requires expertise in teaching aids, learning materials, issues related to the education of language minorities and students with special needs. The contract duration runs from approximately 1.7.2014 through 1.12.2015.
