According to regulations for government financial oversight "all entities [...] [shall] ensure that evaluations are conducted to obtain information on the efficiency, goal-attainment and results in all or part of the entity's responsibilities and activities. Evaluations shall illuminate the appropriateness of such considerations as ownership, organization and means [...]. The frequency and scope of the evaluations shall be determined by the nature of the entity, risk and materiality." The Office of the Auditor General of Norway (OAG) has on several occasions pointed out that the processing time is too long in the county committees. Since its founding in 1993, the County Child Welfare and Social Affairs Committees have not been evaluated in accordance with these criteria.
On the basis of this, BLD wants to evaluate the county committees' use of resources, organization and quality. There has been a sharp increase in the number of cases, in parallel with a growing backlog (the number of untreated cases). The evaluation shall include clarification of how the requirements of efficiency and quality can be better attained.
