Short description

The Directorate for Emergency Communication, DNK, department for system administration and operation (SFD), which is responsible for the part of the Emergency Network that is in operation and which consists of three sections located in Nydalen; Emergency Network operation, control room and radio terminals, in addition to BDO, which is located in Moss.

Both the section for the control room and the section for radio terminals assist the emergency network project. The section for radio terminals is responsible for the procurement of radio terminals for the emergency departments, both hand held, vehicle mounted and helicopter terminals (AGA-terminals).

SFD is in a period with a high activity level and has a need to strengthen the resources in several areas. There is, therefore, a need for more resources; one to two project managers and one process consultant.

The offered consultants must fulfil the following requirements for all the resources:

— Education at bachelor degree level is required.

In addition emphasis will be put on the following during the evaluation of the tenders:

— Good understanding of technology

— Ability to work effectively within frameworks with short deadlines

— Proactive work method and ability to be responsible for obtaining the necessary information that is needed to achieve the desired results

— Experience from public entities

— Good written formulation abilities, in Norwegian and English.

Assignment description for the project manager(s):

One to two project managers for different types of strategic projects in the department. Relevant work areas that can be included are (including but not limited to): Projects within improving the sound quality and improving indoor coverage, programme management for the total project portfolio in the section for radio terminals and project management for radio terminal procurements.

The following will be emphasised for project manager (s), in addition to the above requirements:

— Experience from project management

— Competence in TETRA technology

— Experience from planning and operating a mobile network

— Knowledge of the police, fire service and health service's use of radio terminal equipment

— Knowledge of the emergency departments' control room

— Experience with public procurements

— ICT competence

— Management experience

Assignment description process consultant:

The process consultant shall assist in the work of mapping, describing and improving processes and routines, both internally in the department, in the interface with other departments in DNK and with other actors, such as the departments' operational organisations and suppliers. The department uses ITIL process framework for this work.

— The offered consultant for the position of process consultant is required to be certified in ITIL

In addition to the above requirements, the following will be emphasised for this resource:

— Certification in ITIL v3, 2011

— Experience from ITIL implementation

— Experience from ITIL process improvement

— Experience from process mapping projects

— Lean competence
