DSB is currently establishing a procurement organization, which will be responsible for all aspects of DSB's potential future procurement of electric rolling stock. Initially, the procurement organization will focus on establishing the necessary foundation and documentation required in order to make a decision to actually initiate the procurement of rolling stock, and, if so decided, the size, content, form and process of such procurement. Based on the current political indications, DSB expects the procurement of rolling stock to be in the range of +200 train units.
DSB wishes to enter into one contract only.
The contract covers multi-disciplinary consultancy services in the period from approximately November 2013 to the time of the formal decision to initiate the procurement, and probably a shorter period thereafter in order to ensure continuity and knowledge transfer, as DSB, once the decision to initiate the procurement has been made, expects to invite to a new tender, which will cover multi-disciplinary consultancy services necessary for the actual procurement of the new train units.
The contract includes all consultancy services necessary for the preparation of the abovementioned decision (except for legal advisory), including (i) preparation and analysis of the operational, commercial and passenger requirements, (ii) market research, (iii) risk analyses, (iv) maintenance/facilities analyses, (v) preparation of investment case and LCC model, (vi) preparation of strategy and plan for the potential procurement of rolling stock, (vii) full programme planning and (viii) establishment and quality control of the complete documentation and foundation required and relevant for making the decision to initiate the procurement of rolling stock.
The procurement organization will be located at DSB's head office in Telegade 2, 2630 Taastrup, Denmark, and permanent on-site presence will be required by the consultants.
The above will be elaborated in the tender documents. The specific scope and volume of the consultancy services have not yet been decided.
