Background:

The previous years a lot of attention has been drawn to the students' educational setting/psychosocial environment. For instance it has been implemented inspection of schools which demonstrated that systems are absent for handling bullying problems in a satisfactory manner.

The contents of the assignment:

The Norwegian Directorate for Education and Training, henceforth referred to as the Awarding Authority, is publishing a bisected study where the objective is to develop a more specific knowledge of the educational setting in the basic education.

The first stage is an independent study of the use of anti bullying and educational setting schemes in the school and impacts of these, if any. In the second stage the Awarding Authority requests research which can provide more knowledge of relations between teacher and student, and between students. This includes requests for alternative approaches in order to elucidate the problems related to violations and bullying. The two stages of the assignment must be seen in context.

The scope of the assignment:

The assignment shall be carried out in the period from August 2013 until June 2015. Total cost limit is 5 000 000 - 7 000 000 NOK, including VAT.

About the tender invitation:

The tender procedure is tender contest with negotiations. This means that the Awarding Authority emphasise that the relevant service provider give an account of his theoretical perspective and attend the negotiations with a layout/various layouts on how the assignment is intended to be implemented.
