The Danish energy agreement of March 2012 sets out that there is to be made an analysis of the use of bioenergy in Denmark. The energy agreement sets forth that the analysis is to focus on whether the right frame work conditions for an efficient and environmentally sustainable use of biomass in the Danish energy supply exist. The analysis is to include all forms of biomass (wood, straw, manure, waste etc.) and cover the use of biomass both within the transport and energy sectors, including imported bioenergy feedstocks, and bioenergy carriers.
Furthermore, the analysis is to clarify the net effects on greenhouse gas emissions of using biomass for electricity, heat, and transportation. The deadline for the Government to publish the analysis is by the end of 2013.
The main elements of the analysis will be:
•National and international biomass potentials and estimations of future production costs and prices for different types of biomass under specific assumptions.
•Central technologies for conversion and use of biomass for energy and transport in a Danish context (costs, learning curves as reported in literature).
•Sustainability of different types of production and use of biomass for energy and transport with a main focus on the emissions of greenhouse gases.
•Projections of the use of biomass by means of developing scenarios for the future use of biomass in the Danish energy and transport system
•Possible policy instruments to ensure the right framework conditions for an efficient and environmentally sustainable use of biomass for energy and transport in Denmark
As a part of this work the Danish Energy Agency is making an invitation for tender on an analysis of the environmental and climate effects of producing and using biomass for transport and energy compared to the corresponding use of fossil fuels.
