There are two general themes for the strategic research project on the higher education sector:
1) quality in higher education and research;
2) competence and arenas for cooperation on research, education and innovation.
Tenderers must answer both themes. The Ministry of Education and Research would like the project to be anchored in one milieu, but the tenderer has the option to draw in researchers from other environments. If so, it shall be apparant in the tender.
In addition to the service provider defining various projects under these two themes, some resources must be set aside that can be used after further discussions between the service provider and the awarding authority. This will be more specific knowledge needs that can occur in the project period, but in connection to the main themes for the project.
