Ringerike Municipality shall enter into an agreement for the purchase of safety alarms with related 24-hour manned alarm central. The agreement shall also include hire/exchange of safety alarms and associated service and maintenance. The target group for the service are mainly sick and elderly people.
There are currently approx. 850 users, but the number will vary. Ringerike municipality shall therefore, within the contract period/option period be free to increase/decrease the number of users of the service without this affecting the price.
All costs related to the assignment shall be included in the monthly rental price. The same also applies to installation of key safe for quick access to the user's property. The value of existing alarms in the municipality shall either be compensated for in the lease, or be purchased by supplier.
It is required that the supplier has experience of similar projects for the contractual target group, and can demonstrate good references.
The service shall comply with EN 50134 (relevant parts of European norm for safety alarms.).
Supplier shall have manned emergency central, with a publically qualified health care professionals. Service and maintenance staff shall be accessible on working days. Supplier shall service all requests in Norwegian, and all technical and actual events shall be logged. Supplier shall have a quality assurance system of procedures for storage and security, as well as for handling interruptions.
The maximum delivery time shall be three (3) days from when the municipality requests delivery to user. Average response time for triggered alarm shall be a maximum of thirty (30) seconds. The alarm shall initially be connected to analogue network. It is assumed that in the long term the system will be developed for the mobile network. Agreement shall be entered into for a period of two (2) years, where Ringerike municipality has the option to extend the contract for two (2) more years, before the expiry of the contract period. The same conditions, including prices, are valid for the extended period. In case of a shorter extension period than two years, the contract may be extended again later, provided that the total agreement period does not exceed 4 years. Suppliers are not obliged to accept extensions over a shorter period than 6 months.
