Background: The European Regional Development and Protection Program (RDPP) in the Middle East aims at supporting civil society, host governments, donors and other stakeholders in understanding and mitigating the impact of protracted forced displacement from Syria and the compounded crises in neighbouring refugee hosting countries. The RDPP is currently in its third phase (2023-2026) which focuses on Lebanon and Jordan. Through partnerships with national and international partners, RDPP seeks to enhance protection and to support socio-economic development for Syrian refugees and local communities with a view to enhancing opportunities for increased self-reliance and resilience.
Denmark manages and leads the programme on behalf of the contributing donors which include Austria, Czech Republic, European Union, Ireland, Netherlands and Switzerland. Hence, RDPP III is implemented by the Ministry of Foreign Affairs of Denmark (DMFA) with the responsibility decentralised to the Embassy of Denmark to Lebanon that has a dedicated RDPP Programme Management Unit (PMU). The newly selected partners have elaborated communication plans and various online communication and visibility platforms for the programme have been established under previous RDPP phases to disseminate information, results and learning.
Objective: The PMU is seeking professional communication assistance to help revitalise RDPP’s communication and visibility actions and to make them more strategic in supporting the achievement of the programme objectives.
This will include services related to: i) the development of a communication and visibility plan for RDPP III taking into account established digital and social media platforms as well as tools that RDPP partners are using to disseminate information on their actions; ii) ongoing support for the implementation of the communication and visibility plan including development of content for different platforms and other relevant communication products; iii) monitoring the effectiveness of RDPP online presence and performance.
Timing: The contract is expected to commence in early November 2024 and to end in December 2026.
Requested qualifications for the consultancy: A team of up to three consultants with proven experience in development of communication and social media strategies; digital media content development; communication on development and/or humanitarian assistance engagements; digital and social media monitoring tools; and knowledge of social and offline media landscape in the Middle East, notably in Lebanon and Jordan.
Budget: The total budget for the assignment incl. fees and reimbursable expenses net of VAT is a maximum of DKK 1,000,000. The assignment is expected to reach a minimum of 160 working days in total for the whole duration of the contract.
