Short description

The Contracting authority is seeking to enter into a framework agreement with a service provider which can conduct investigations into labour rights violations and labour practices primarily at footwear manufacturing facilities owned by companies in which the GPFG has holdings. Currently, the GPFG has holdings in seven footwear manufacturers. However, under the agreement, the contracting authority may also request investigations of other similar types of manufacturing facilities, such as textile and garment factories.

The investigations will provide a basis for determining whether companies’ conduct can lead to exclusion or observation under the human rights criterion of the ethical guidelines.

The investigations may be carried out in a number of countries, including but not limited to Vietnam, Indonesia, Taiwan, Cambodia, Bangladesh and India.

The budget is estimated to EUR 50 000 – 120 000 per year, with a maximum value of EUR 500 000 during the entire contract length of maximum four years (2+1+1). The contract is not exclusive.

For further information on the scope and content of the procurement, please see appendix 1.
