Short description

‘Study supporting the mid-term evaluation for the period 2021-2027 of the Asylum, Migration and Integration Fund (AMIF) and the ex-post evaluation for the period 2014-2020 of the Asylum, Migration and Integration Fund (AMIF)’: The mid-term evaluation of the Asylum, Migration and Integration Fund (AMIF) for the 2021-2027 period has to be completed by the Commission by December 2024. The ex-post evaluation of the AMIF for the 2014-2020 period has to be completed by the Commission by June 2025. DG Migration and Home Affairs seeks a provider of independent policy evaluation services to carry out a supporting study aiming to collect, review and assess quantitative and qualitative evidence to answer a set of evaluation questions. The supporting study will follow the methods and standards of the Better Regulation. In order to collect, review and assess adequate evidence for the mid-term evaluation for the period 2021-2027 and the ex-post evaluation the period 2014-2020 of the AMIF, DG Migration and Home Affairs intends to contract out a supporting study. This study, that should be in line with the Better Regulation, will cover both evaluations, to maximise the synergies and ease a comparative assessment. The study will cover the different management strands of the AMIF and build upon the evaluations carried out by Member States. It will underpin two Commission’s Staff Working Documents (SWD) examining: — the effectiveness, efficiency, relevance, coherence and Union added value of the AMIF the 2021-2027 period; and — the effectiveness, efficiency, relevance, coherence, complementarity, EU added value, sustainability, simplification, and reduction of administrative burden of the AMIF for the 2014-2020 period. Bidders are expected to possess in-depth knowledge of evaluation standards and techniques under the Better Regulation framework as well as to demonstrate a solid understanding of the policy domain. The supporting study will support the Commission in the collection of quantitative and qualitative evidence on the implementation of the funds, including via support to the Commission’s consultation strategy. The contract duration is expected to be of a maximum of 18 months, with intermediate deadlines for specific deliverables. The estimated total value is expected to be EUR 850 000. The Commission expects to publish the call in August-September 2023. For submission tenderers will have the legal minimum days from the publication of the call. The signature of the contract is estimated for January 2024.
