Prior Information Notice — Invitation to a Dialogue with the Market for the Establishment of a DPS for Course and Conference Services

Statens innkjøpssenter [the Norwegian Public Procurement Centre] is planning the establishment of a Dynamic Purchasing System (DPS) for course and conference services. In this connect, a market survey is being carried out. The purpose of the market survey is to obtain input and feedback from the market on how Statens innkjøpssenter [the Norwegian Public Procurement Centre] can establish a Dynamic Purchasing system for course and conference services. Statens innkjøpssenter [the Norwegian Public Procurement Centre] was established 1 January 2016. From 1 September 2020, Statens innkjøpssenter [the Norwegian Public Procurement Centre] was transferred from Digitaliseringsdirektoratet [the Directorate for Digitalisation] to Direktoratet for forvaltning og økonomistyring (DFØ) [the Norwegian Agency for Public and Financial Management]. The objective and social task of the Norwegian Public Procurement Centre is ‘to initiating restructuring by entering into and managing state joint agreements for state administrative bodies in the civil sector’. All administrative bodies in the civil sector are compulsorily covered by the procurement scheme, which comprises 190 enterprises and about 152 000 employees. Statens innkjøpssenter [the Norwegian Public Procurement Centre] is planning the establishment of a Dynamic Purchasing System (DPS) for course and conference services. A market survey is now being carried out. The purpose of the market survey is to obtain input and feedback from the market on how Statens innkjøpssenter [the Norwegian Public Procurement Centre] can establish a Dynamic Purchasing system for course and conference services. The market is thus encouraged to use this opportunity to provide constructive and quality feedback and input so that the purchasing scheme is established in an appropriate manner for both the enterprises and the suppliers. The State needs national and international course and conference services for the following areas: • course and conference packages excluding overnight lodgings • course and conference packages including overnight lodgings • event services, assistance with facilitating major courses and conferences and events.
